GUN OWNERS SCORE SUPRISING UPSET VICTORY

NEW YORK (AP) — Striking a note of contrition, Mayor Rudolph Giuliani
acknowledged that he erred by rushing a City Charter revision proposal to
the ballot, instead of waiting for next year.

“I made a mistake in presenting charter revision this year,” Giuliani said
after the initiative was overwhemingly defeated Tuesday. “The vote against
it makes it clear that it was a mistake, and I accept responsibility for it
and certainly respect the views of the voters.”

Referring to the lopsided vote, Giuliani — a diehard Yankees fan — said,
“I feel like I did when the Yankees lost to the Boston Red Sox, 13-1.”

The charter question had 281,265 voters, or 76 percent, casting “no” ballots
and 90,838 or 24 percent voting in favor of the revisions.

The charter proposals included creating “gun free” zones within 1,000 feet
of schools that would bar even licensed gun owners from carrying a firearm
near a school; requiring a two-thirds vote of the City Council instead of a
simple majority to hike taxes; forcing gun owners to use trigger locks; and
creating an emergency budget fund from city surpluses.
