DE FACTO GUN BAN IN MARYLAND

Following is the URL for a good article in today’s WASHINGTON TIMES. It illustrates how training requirements can turn into a de facto gun ban.

In 2000 the Md. Gen’l Assembly passed the “Responsible Gun Safety Act” which, among other things requires that as of Jan. 1, 2002 any prospective purchaser of a regulated firearm (handguns, “assault weapons) must certify that he or she has passed an approved firearms safety training class. Police, military, honorably discharged military, and ccw holders are exempted.

The regs implementing this course were supposed to be adopted by Jan. 1, 2001 so people would have twelve full months to take the course. As of this date, the regs have not been adopted and people can’t take the course. Five months left till New Year’s.
