Man accused of killing ex-wife, trying to kill self

Wednesday, January 23, 2002 – A man who police say shot and killed his ex-wife Sunday before turning the gun on himself in an unsuccessful suicide attempt had been arrested for violating a restraining order twice before.

Michael Garrett, 31, remained in serious condition Tuesday at Denver Health Medical Center with a self-inflicted gunshot wound to the head.

Police say Garrett shot his ex-wife, Chandra Richardson, 29, in the driveway of her home in the 4500 block of Eureka Court early Sunday morning. Richardson and her new boyfriend were standing outside the home when Garrett came at them with a gun, investigators said.

Records show Garrett has a history of domestic-violence-related arrests dating back to 1995. He was arrested at least twice last year for violating a restraining order obtained by Richardson.

“A restraining order is a piece of paper. About 75 percent of the time they’re effective,” said Corinne LeBaron, director of client services for Project Safeguard, a Denver-based domestic-violence prevention group.

“Anybody who gets a restraining order should know it’s not the be-all, end-all of being safe.”

The new boyfriend escaped the shooting unharmed and provided a detailed account of the incident to police. Richardson later died at the hospital.

Garrett fled to a relative’s house at East 13th Avenue and Yosemite Street, where he shot himself, police said.

Women’s advocates said the shooting is the latest of many similar incidents. Many perpetrators seem unconcerned with criminal penalties, since they largely escape serious jail time. Violating a restraining order is only a misdemeanor offense.
