Dear Arizona Gun Owner:
Currently, the AZ firearms preemption law is very weak. It states:
A. Ordinances of any political subdivision of this state relating
to the transportation, possession, carrying, sale and use of firearms
in this state shall not be in conflict with this chapter.
B. A political subdivision of this state shall not require the
licensing or registration of firearms or prohibit the ownership,
purchase, sale or transfer of firearms.
In recent months the courts have interpreted this language to mean
that as long as state law does not address the possession of firearms
in given locales (such as parks), local governments can impose
outright bans in those locales. And local governments have done
exactly that.
HB 2582 will remedy this disgraceful situation. If passed, the new
law would read as follows:
A. A political subdivision of this state shall not enact any
ordinance, rule or tax relating to the manufacture, transportation,
possession, carrying, sale and use of firearms or ammunition or any
firearm or ammunition components in this state.
B. A political subdivision of this state shall not require the
licensing or registration of firearms or ammunition or any firearm or
ammunition components or prohibit the ownership, purchase, sale or
transfer of firearms or ammunition or any firearm or ammunition
components.
HB 2582 already has wide bi-partisan support, including House Speaker
Jeff Groscost as an original co-sponsor. That means that in the
House, at least, the bill has the on-record support of the
legislative leadership.
Therefore, the job you and I face at the moment is to get the
preemption bill to the floor of the Arizona House of Representatives
and win an up-or-down vote. Action on HB 2582 could occur as early as
this week.
Right away, please use the pre-written letter below (or better yet,
give the language to a pro-gun friend and write your own letter) to
contact members of the AZ House and insist they support this pro-gun
reform. A contact roster is included for your convenience.

Dear Representative,
Please vote in favor of HB 2582, the bill to strengthen Arizona’s
firearms preemption law.
HB 2582 protects my gun rights by prohibiting the enactment of more
gun control at the local level.
I also urge you to oppose any anti-gun or weakening amendments. HB
2582 is good legislation and should be passed exactly as written.
