Preemption Bill Moving: Pressure Full House
Arizona legislative alert — January 29, 2000
Your hard work is getting results. HB 2582, the bill to improve the
Arizona preemption law, has passed out of both of its initial
committees with a “do pass” recommendation. Now, we have to get it
through the “committee of the whole” and the full House.
Votes will likely occur as early as Monday, January 31st, and almost
certainly by the end of next week.
There is very little time.
Please use the roster and pre-written message you will find below to
contact your Representative immediately. Insist that HB 2582 be
passed, and without any weakening amendments.
Currently, the AZ preemption law is very weak. It states:
Ordinances of any political subdivision of this state relating
to the transportation, possession, carrying, sale and use of
firearms in this state shall not be in conflict with this
chapter.
This allows local governments to pass outright gun bans in many
areas as long as state law does not specifically address the issue.
HB 2582 will remedy this disgraceful situation. If passed, the new
law would prohibit localities from imposing any new gun control. It
would also render null and void any existing “parks bans” you may
have heard about.
Gun owners are on offense in Arizona this year. Every voice is
needed, every step of the way, to counter the slanted media reports,
city-hired lobbyists, and anti-gun organizations to force a
meaningful preemption bill into law. Please take a moment to use the
following pre-written message (better yet, write your own and give
the “easy” text to pro-gun friends) and INSIST the legislature do
your bidding.

Reps. marked with an * are sponsors or cosponsors of HB 2582. Ask
them to make it a point to be present for all votes on the bill, and
to fight off any weakening amendments.
*** Defensive Note ***
The so-called “Shannon’s law,” that you defeated in the December
special session of the legislature, is back as we expected it would
be. The bill is originating in the Senate as SB 1307. It is not yet
before the full Senate, but it does have some momentum. A contact to
your State Senator expressing your opposition to ANY version of this
bill (it will likely be amended under the usual sell-out
“compromise” approach) is in order. But please push the preemption
bill *first* and then fight SB 1307 second. We have the momentum;
let’s use it.
That is not to say “Shannon’s law” should be disregarded. It is up
to you to stop it cold as you did in December. The most dedicated
activists will make the preemption bill contact, and immediately
contact their State Senator to slow down SB 1307. But time is not as
critical with that battle, so if you can only do one thing, please
push the preemption bill.

Dear Representative,
Please vote in favor of HB 2582, the bill to strengthen Arizona’s
firearms preemption law.
HB 2582 protects my gun rights by prohibiting the enactment of more
gun control at the local level.
I also urge you to oppose any anti-gun or weakening amendments. HB
2582 is good legislation and should be passed exactly as written.
