- HIGH HOPES – Introduced in 1995 by then justice minister Allan Rock, it was supposed to cost taxpayers a net $2 million.

- HIGHER COSTS – In 2002, Auditor General Sheila Fraser estimated an “astronomical cost overrun” of about $1 billion by 2005.

- CHANGES – Reforms will eliminate the $25 registration fee, increase penalties for gun crimes, spend $10 million yearly on increased enforcement of gun trafficking and cap registry spending at $25 million.

- COMPLETENESS – Government claims 95% compliance with registry; others say it’s more like 60%.

- USEFULNESS – Supporters say police consult registry 13,000 times a week; detractors say beat cops don’t trust it because too many weapons remain unregistered.
