BALLOT TITLE UPDATE.

Happy new year. Oregon Firearms Federation hopes you had a safe new year
and wishes you the best in 2000.

Today we received a response from the Attorney General to our comments
regarding “Oregon Gun Owners” anti-gun initiative #110. Thanks to those
who sent in comments questioning the proposed ballot title.

“OGO’s” draft title was “INCREASES FIREARM TRANSACTIONS REQUIRING
BACKGROUND CHECKS; CHANGES OTHER FIREARMS LAWS”

In response to comments (primarily from anti-gun activists Senator Ginny
Burdick , Marion County DA Dale Penn and Multnomah County DA Michael
Schrunk) the ballot title has been changed. It has been certified as
follows: “INCREASES FIREARM TRANSACTION BACKGROUND CHECKS;
REQUIRES RECORDS DESTRUCTION, SENTENCING CHANGES”

As with Burdick’s anti-gun, anti-privacy initiative, anyone who
commented has standing to challenge the certified title in the Supreme
Court. It is NOT necessary that your suggestions were adopted.

We have filed a brief to challenge Burdick’s ballot title and have
received a request for an extension of time from the Attorney General
for his response. Fine, the longer the better.

We plan to file a similar brief in opposition to the ballot title
certified for the anti-gun initiative filed by “Oregon Gun Owners.”

Much has been made by the media and “OGO” of the “dueling initiatives.”
In our opinion they are far more “complimentary” than “dueling.” In
fact, “OGO’s” initiative is little more than “gun control light.”

Rather than being a measure which addresses the concerns of gun owners,
the “OGO” initiative is nothing more than House Rep. Kevin Mannix’s
second chance at passing HB 2535, which you helped torpedo in the
legislature. As you probably know, Mannix has his eye on the Attorney
General’s office. That would be a disaster for gun owners.

While the anti-gunners were successful in having the ballot title
changed to highlight the proposed destruction of records in “OGO’s”
initiative (a provision we are extremely dubious of ever seeing enacted)
we hope to convince the court that the ballot title should reflect the
fact that if Senator Veral Tarno and “OGO” are successful in passing
their initiative, you could not trade a gun to another collector at a
gun show without background checks on both of you, no matter how many
guns you both already had!

Both initiatives are bad news for gun owners in Oregon, both have Oregon
legislators behind them (Senator Ginny Burdick on her’s and Senator
Veral Tarno on “OGO’s”) and both deserve the same fate that HB 2535 met
thanks to your hard work.

As of now, there is no indication that the NRA will be taking a position
on these measures. While we hope that will change, we may, once again,
be the only opposition to these attacks on you rights.
