Compatriots (and former students). FYI. This is good news. Please keep in mind, however, that the only formal reciprocity agreements Utah has w/ other states is w/ Arizona, North Carolina, North Dakota, and South Dakota (can be checked daily on BCI’s web page at www.BCI.utah.gov). As for the other states, you should call in advance of your trip to see whether the law has changed regarding acceptance of Utah’s permit. Also, be sure to ask whether cities and counties can have their own rules. Finally ask what limitations apply to permits. For example, in Utah, w/ a permit you may pack on or through school property; in most other states you can’t, even though you have a permit. There may be restrictions on entering businesses that post “no weapon signs” etc. Until we get a federal bill through that forces all the states to honor other state’s permits (kinda like full faith and credit), it’s always going to be somewhat risky to travel to other states w/ your self-defense gun (which is ridiculous). And please don’t take your firearm to a destination that requires a permit such as Hawaii, NY, NJ thinking the Federal Gun Owner’s Protection Act (FGOPA) will protect you. Those states are prosecuting anyone they find with a gun who does not have a state permit, despite what federal law says. Actually the way the FGOPA is worded, these states may have a claim that it doesn’t apply to airplane travel or to the situation where the state that requires the permit is your ultimate destination i.e. SLC, UT to NY-NY. If you call ahead to a state official, document as much information as you can about who you talked to – name, position, tel.no., date, time, what was said (repeat it back, so you and the person have a clear understanding about what they have told you (if they give you wrong advice, it might help your court case, and then again, it might not). Finally, do NOT rely on airline personnel for legal advice about what is legal or not in the states your are traveling to.

August 27, 2004
Friends of the Gun, Polygunists,
Texas and Ohio are now recognizing Utah’s CCW permit.
That makes a person with a Utah permit legal to carry concealed in 28 states.

Looking to add Washington state any day now.

Sincerely,
W. Clark Aposhian
