This is a well researched article on the state constitutions regarding
firearms rights. Would you ever expect less of David Kopel?
However, in the early part of the article he refers to a 1892 Vermont
Supreme Court decision. The footnote reference is correct. It was
the 1903 case the State v. Rosenthal. This came out of a City of
Rutland carry ordinance requiring permission to carry a loaded and
concealed firearm. Rutland lost in the Vermont Supreme Court appeal.
